Random FPS drops in all games - not so potato pc, usually high fps.
I reinstalled windows 7 ultimate, all drivers are up to date, 100% clean of viruses, CPU is not overheating, GPU is not overheating, windows and games are installed on seperate SSD's, i feel like ive tried everything when it comes to tweaking in game settings, windows settings etc. BUT i still get random FPS drops in every game, no matter what i do.

Specs:
i-5 2500k @ 4.3ghz (temps 40c on idle/light load - 60-75c max when gaming)
ASUS GTX 960 STRIX 2gb
8gb of ram (corsair vengeance)
Samsung 840 EVO & 850 EVO ssd's
BENQ XL 2411Z 144hz monitor

Ive checked HWmonitor and task manager while testing out different games & settings, the most problems i have with Rainbow 6: Siege & CS:GO, both games used to run perfectly fine on this same pc, with constant 144fps, no noticeable framedrops what so ever. I havent noticed anything weird in temps or CPU usage, in CS:GO both my CPU and GPU are only used 30-40% even when running with high process priority, and my FPS is generally stable at 144, but at times it drops really low for a split second which makes playing these games extremely frustrating, pretty much unplayable.

I would really appreciate if you can throw some ideas on how to fix this, its certainly not hardware problem, shouldnt be driver problem either since i just reinstalled everything after formatting all drives, so all i can think of is windows settings. I am clueless at this point.

Your GPU has a usage of less than 50%?
Then it is your CPU, I assume you didn't check The usage of wach core seperatly?
CS:GO only uses one or two cores at best, with one core at 100% and The second at 30-50 you already have about 30-40% usage overall.
In R6 it could also be full VRAM,since 2GB Are not much, but since it ran fine before, I also think it's the CPU.

TL,DR:check CPU clockrates and also check Bios settings, especially EIST and the energy-saving settings of Windows.

in csgo none of the cores go over 80%
in r6 i play with lowest possible graphics settings, and it only uses half of my vram.
