Speaking of this, can you log into the store on the laptop? Just go to the steam website and log in. (important test)
Are you 100% sure you are actually logging into the correct acount on both computers
No need to blame Steam when the problem's on your end.
As for proof. They tell you quite clearly what is proof. Find a the transaction number for a credit card/paypal or other such payment source that you've used on Steam.
If you can't find that either, I genuinely wonder if you're not just trying to steal some one else's dormant account.
That indicates a local problem. Ifyour account was bad then you'd be unable to log in anywhere. The fact that you say the issue is localized to one system pretty much shows that.
Again
1) What error are you getting
2) are you logging into the same account on the other PC
3) Are you able to log into said account on a browser
4) are you using the mobile authenticator
Sounds like he is signed in on his old PC but forgot the password, needs to be clarified.
If it was a problem at Valves/Steams end, you would not be able to login on any of your computers.
It's your laptop that is the problem or simply you who type wrong login credentials.
