I think i know whats the issue try to hit rCTRL+rSHIFT at the same time and type your password.
That means you have a z or y in your password

Don't have record? Or you haven't supplied ownership proof? Knowing the email, account name, phone numbers and previous password isn't.

You can buy games without installing steam, you can just log in to the web browser on any device and purchase games from the store. You need the client for downloading only.

Speaking of this, can you log into the store on the laptop? Just go to the steam website and log in. (important test)

No need to blame Steam when the problem's on your end.

I'm still trying to figure how it's Valve's fault you apparently can't remember your username, password, access your linked email/phone.

As for proof. They tell you quite clearly what is proof. Find a the transaction number for a credit card/paypal or other such payment source that you've used on Steam.

If you can't find that either, I genuinely wonder if you're not just trying to steal some one else's dormant account.

How can the problem be at my end when I can access my account on my Pc with all my games but I cant login on a new laptop. The problem is with Steam support, they should be able to help there should be a phone number to contact them like microsoft. When you phone them you dont have to wait 3 days for a ticket you get instant support.Remote access they go out there way to help

That indicates a local problem. Ifyour account was bad then you'd be unable to log in anywhere. The fact that you say the issue is localized to one system pretty much shows that.

Again

1) What error are you getting
2) are you logging into the same account on the other PC
3) Are you able to log into said account on a browser
4) are you using the mobile authenticator

Since you didn't answer the first time ill rephrase it: Can you log in to the account on the website on ANY device? (phone, laptop, old PC)

Sounds like he is signed in on his old PC but forgot the password, needs to be clarified.

If it was a problem at Valves/Steams end, you would not be able to login on any of your computers.

It's your laptop that is the problem or simply you who type wrong login credentials.
