It doesn't change anything with regards to regional restrictions. Otherwise everyone would just change their download region to Russia to buy games.

It does not help with bypassing regional restrictions.
As a question, was your steam account originally created in the or somewhere else?
note that if you say lived in the USA before, then moved to Turkey, in tehory your store would remain in the USA as the home region even when moving to Turkey. You'd also be able to switch between regions.
Ok I think I misinterpreted your OP. The only way to change yoru region is to have been in that region before at some point in the past. This doesn't sound like the it is in your case. You're stuck using the Turkey store for now.
Turkeys pricing is genearlly favorable for you, except for AAA titiles
You will have better luck on pricing if you go outside of Steam for such AAA titles. Please go to only reputable resellers like Humble Bundle, Green Man Gaming, or such.
