It's a steam bug. You need 1000 gems in a stack to convert them into a sack.

Thanks for helping, so i guess i'm gonna use my gems for create booster packs, i guess there is no point holding gems, until Steam fixing that simple bug :)

I doubt Valve will ever fix it, it's been like that since day 1. But unless you planned to sell those gems on the market for a penny each, it's not too much bother.

That isn't a bug, that's design.

I honestly doubt Valve made that intentionally. If they did then I have no idea what they were thinking.

Simple: Sacks can be sold on the market. Sacks with 1 gem are absolutely pointless to sell as they have sub-cent-value. Limiting sacks to minimum amounts that actually make sense to sell is perfectly sane. What are you thinking?

Evidently there has been a misunderstanding. I was referring to the fact that in your inventory you can't have gems here and there, say 5 squares of gems worth 200 each. It has to be one square of 1000 before they can be a sack.

Well, that indeed is a problem. While the origin of the issue is clear, gems only get stacked when they're identical which they're not (freshly created gems are on cool down), but once the cool down is over, they COULD be merged automatically but Steam doesn't do that.

There's a fix: Trade to another account and back.

Therein lies another obvious problem but as you say it's pretty much the only workaround.
