Does Steam have a cap on download speeds?
At all?

For example: If your connection allowed you to download at 2Gbp/s, could you download a game from steam at that speed?

Theoretically yes. Still, your download speed will never be faster then the senders upload speed. If the content server can send you that file at that speed and you can receive it at that speed then it will work.

Maybe, if they have servers that fast. I actually don't know if they do or don't.

I misunderstood your wording earlier, thought you where asking if it was impossible despite your speed. Edited the post.
Steam can obliterate your connection and can saturate even gig connections
I'm sure all of steam could obliterate my connection, even in the gig range.

But, in reality, there are millions of users connected simultaneously to steam and it's not just me... and that's a lot of bandwidth, if each user is supposed to be able to download at 2Gbp/s * millions.
speed depends on various factors. if you are not getting them, something along the way is causing a slowdown.

I think the best way to put it is that Steam itself doesn't have a hard cap, and in theory Steam has enough spare capacity to saturate anyone (unless you're download at a global peak time), but in practice, the public internet is not perfect, and you're subject to a lot of other factors.

Even so, I think you'd be hard-pressed to complain about incomplete utilisation of gigabit-class networking, especially given that gigabit implies downloading a gigabyte in 8 seconds.

So from those stat's it looks like the answer is still maybe. Since it would only take 3,700 people world-wide downloading at 1Gbp/s each to total the global peak (which includes a lot more than 3,700 people)
that only shows the past 48 hours.

there have been many times recently that steam was serving up petabytes of data to the users.

they can handle it.
