All steam images are pixelated

Every steam image whether it is a screen shot of the game from its store page to the game's representative image at popular new releases, top sellers, etc. Any idea of the cause?
My video drivers are up to date. Nvidia Geforce GTX 980. Windows 10.
I've tried starting in safe mode so my virus protection would be off and the problem still occurs. This also is happening in firefox and I'm not having success at various attempts to fix it. Since both programs are having this problem I'm not sure what is the cause, but I assume they're connected. Any suggestions you can offer?

Most likely it is simply your OS/Browser DPI or Zoom setting.
It's not the GPU Drivers/settings for that if you tried checking all this in Safe Mode; since no Drivers are loaded when using Safe Mode.

Do you mean ppi? The ppi(dpi) is not the issue. I've tried adjusting it. My zoom is at the recommended level. And I do not see how my web browser's zoom would be affecting steam images as well. Ty for suggestions.

Could you share some screenshots?
Some aken from the local PC itself and then some others via another source; like Camera/Phone/Tablet.

Just be mindful of any included content, or things you do not want shared, like Steam Account Name showing, etc...
