How to reset all Client Steam settings?
Uninstalling and installing again does not seem to reset.

There's an easy albeit unofficial way.
1. Close Steam
2. Delete everything in the Steam folder except Steam.exe and SteamApps
3. Doubleclick that Steam.exe

I would think you would not want to delete anything in userdata as well.

Some client settings are there. Besides, this is the cloud folder anyway, what's there, is in the cloud.

I did this procedure, and it seems to have worked. Client is downloading the updates again. But does this actually reset all client settings?

Yup, it does.

If you are on windows. Should reset all settings to default. Windows key + R -> steam://flushconfig

I think it is not, since I tried to change my changed Broadcasting settings to 1080p (720p originally) then do the flushconfig, it still remains the same.

AtLast This fixed my "Could not connect to steam network" Problem
Just flush config before starting and voila
