how to change store region?steam won't let me do it

i'm using INDIA VPN and still won't let me do it

You'll need to login to the Steam Client in this country to be eligible to change countries.

You will not be able to change your country until you login into Steam from this new country.

this is why you dont use a vpn as it is a violation of the steam subscriber agreement to use it in the way that you are.

you have to change it before you log in from a different country/region.

It seems that you are trying to buy games cheap off india while you are living in a different country, which only means it can actually still be a violation to steam terms i believe.

iran don't have any currency in steam rly doesn't matter which country i select i was buying USD games before now i stuck into this mess because Ukraine games have language region lock!

i said before friend..i live in iran but iran don't have currency in steam so i can't use my country as region
