SOLVED: Turns out it was because I had a coupon for a particular game. It allowed me to purchase the game without using the coupon AND it gave me the discount.

I get this error message whenever I try to purchase a game using my PayPal account. I've tried a variety of fixes and none of them seem to be working. I haven't had a message from my bank or PayPal so it's not a problem on their end. If anyone can help that would be great.
