Report a translation problem
Simply go to your Download Settings and select "Steam Library Folders", right click on the drive that holds DotA and select Repair Library Folder, you will have to install DotA again but it will work!

Thanks, this also helped me. Tried clearing the download cache and a few other things to no avail. Pretty sure the issue was caused by a random crash I had.
If you rename the 'downloading' folder in Steam Apps, and create a new folder titled 'downloading' the game download will be placed in the new folder and will no longer be corrupted. The old corrupted files will remain in the folder you renamed.
