What are "Steam Skins"?
"Select the skin you wish Steam to use (requires Steam to restart)"

Does anyone know what these are?
I've tried searching in the forums, but everyone just posts about CSGO skins.

That would probably be refering to the Steam browser skin. It changes the look of the default Steam browser depending on what skin you use.

ah ok. For some reason I only have the default skin, so is there a way of getting more?

I don't personally use them but if you search up something along the lines of "Steam client skins" then you might find some skins to use.
