Hello my Friend can't sell items on the market it says he must have a purchase within 30 days , he bought CS:GO a year ago and his account was working fine , how can he remove that Restriction ?

Make a purchase and then wait 30 days. The purchase must be between 30 days and 1 year old to keep the access.

He must have a transaction older than 30 days, but less than a year. He most likely bought the game over a year ago.

yeah that was 1 year ago , how can he remove that without losing the money he has in his steam account which is 5.43$

everyone just explained this to you. have him buy a game. a $.49 game will do.

He can't. He must spend money, the amount does not matter, as long as it's 0.01$ or more.

That's a different restriction for limited accounts. That one requires a purchase of at least $5 once.
