Restart the Steam client. Make sure you have not set Steam to only show installed games.

so that will show all my games too? because i believe i could only see the most recent games i have played on my desktop computer steam app
In the Steam client on your desktop, click "Library" and choose "My games". This will list all games your account owns, not just installed games.

does it matter if i am logged into steam on my laptop at the same time?
No, it will not affect what games are shown on your desktop. If you have chosen "My games" on your desktop and do not see the games, restart the Steam client.

ok so even on my laptop it doesn't give the option for the "my games" it only shows games. is that the same thing?
It may vary from operating system to operating system, but I have (starting from the top and moving to the bottom):

  • Games
  • Software
  • VR
  • Music
  • Videos
  • Recent
  • Installed
  • Favorites
  • My games
  • Tools
  • Downloads

You want "My Games", if you can find it.

ya my list is minus the "my games" option. i am on windows 10 does that matter?
I'm running Windows 7, so I honestly couldn't say. It may also be the fact that there is more than one Steam account on the PC I am using, so "My games" is relevant. If you are the only Steam account on your PC, it's possible you won't see "My games". In that case I would click "Games".
