the first license will always be the main/only license steam will register. unless the game has a GOTY or upgrade package. in this case it does not.
go here https://help.steampowered.com/en/ to remove the license from your account so you can repurchase it.

Look when you activated the game. Then add 90 days to that date. After that you can install and play the game from anywhere in the world. So you dont really need to buy it again.
im still out of luck with a game that was gifted to me last year (may 2016) that still has a region play lock on it.
Did you activate the gift? Gifts themself stay region locked forever if they are in your inventory.
Only activated games become regionfree. For example you buy a game while on holiday and activate it on your account. Then after you return it does not work anymore because of the region lock. But 90 days after activation it will work again from anywhere.
I tried this with at least a 100 games by now ( often visiting friends in Russia) and every single one became regionfree after 90 days.
maybe it is because it is from the SEA region? i dont know. im not worried. i think it adds character to my library, seeing a red bar on the screen when i click on the game.
Nope. Not true. Just had 3 games become regionfree a few days ago that i purchased and activated in November while in russia.
It still works like always.
does it only work for purchases YOU made? this might be the key to the differences in how things work for region restricted games.
I just bought key versions of those games and activated the key on my account. Those games can be activated while in Russia but did no longer install/run while back in germany. But after 90 days they all can be installed and played here.
I never bought in the Steam Store while in Russia, i dont think that is even possible since the store is locked to your home country. But key activation is based on your current location IP.
this sounds like you have to activate or purchase in that country, have it added to your account in that country to be able to have it drop its restriction after 90 days so you can play it in germany.
this is not the same as a person purchasing a game in russia (region restricted), sending it to a friend in the US and letting him add it to his library. the game does not drop its region restriction doing it this way.
Yeah of course, you have to activate the game while in the country where its allowed to activate.
But the OP wrote he got the game as a gift from his friend while he was in that other region and also played it already for 30 hours.
So all he has to do now is to wait till the 90 days are up, no need to buy the game again.
This was the way i actually removed it.. Now i want to buy it again. But while removing.. It was said that if i repurchased it again i will still have it with the old key (or sth like that) so am afraid that this will mean that it will be AGAIN regional restricted even though its me now buying it to myself
