Total war has failed to find directx error from HELL

Rome: Total War failed to find DirectX 9, which is required for the game to run. Please reinstall DirectX


I have tried everything I can find online. Everything.

Reinstalling Rome

Turning off UAC-uninstalling Rome-restarting-reinstalling

Changing the AA_off file in preferences

Moving the total war file from x86 to program files

All the 24-43.dll files are in the Rome folder

Reinstalled directx, always says It's "9" when you download it from there site but it says 11 in hard drive

Ive run the canirunthis app and my CPU should be able to handle it just fine

I'm on windows 7

Plenty of ram and space

Amd Radeon 6250 graphics card drivers uninstalled and reinstalled

Other big games have worked fine

I've spent 10 hours on it nonstop and I can't get the game to recognize the directx driver.

Any ideas?
