[FIX] Steam launcher/games not opening

So ive been trying to fix steam for the past few hours now. [FIXED - TUTORIAL] [PLEASE READ THE WHOLE POST]
my errors:

- Steam not opening, with no errors or popups
- Steam not launching as Administrator
- Steam stays on taskbar but does not open at all

NOTE: This occured when my internet was unplugged for the wall for several hours
Also try running Steam as an administrator
Also try disabling your antivirus, spyware ect
This might not work for everyone as not everyone has the same problem
Try logging out of any other profiles/accounts on your computer if you do have multiple on your computer


How to fix it:

Go to My PC and find the Steam folder ( C:Program Files (x86) )
Put all the files except the ones below into the Recycle Bin and Empty it
- depotcache
- steamapps
- The Steam.exe

Put them on your desktop and remove everything else

If it tells you a bin file is in use:

1) Press Win + X
2) Open Task Manager
3) Go to processes
4) Scroll down to background processes
5) locate Steam Client Bootstrapper
6) Click it, and end the process
7) Click retry on the Recycle Bin error

Everything should be deleted, now open the Steam.exe you saved earlier and log in :D

NOTE: All your new steam files will be reinstalled on your desktop if you open the steam.exe from the desktop! please open the exe from the Program Files folder and create a shortcut onto your desktop not the .exe file!
