Steam auto download and queue

I’m having some trouble getting steam’s auto update to work as intended, or maybe I’m doing it wrong.

My internet is a 100GB capped 4G connection. Luckily, between 12 and 6 at night, all downloads don’t count towards my cap.
I’ve set Steam’s auto download to just download during this time.

However, updates don’t get queued automatically. They show up in my “download”, but come 12 o’clock, they don’t start because they are not queued.
I can queue them, but then they immediately start to download. I then need to pause them, but come 12 o’clock, they don’t start because I’ve paused it.
Re-logging after queuing just removes the queue again.

Am I doing something wrong? Is there some “queue but don’t download yet” button I’m unaware of? (running Metro skin)
