i would suggest click on your ID at the top, Account Details, View Purchase History.
Find oblivion and open it, you can then contact steam about the issue by selectiong 'i have a question about this purchase'.
this will open a steam ticket and they should sort out the issue. will take a few days for them to respond.
there might be some requirements to start certain DLC also, might find out if you search online for a walkthrough for the DLC and they usually show the requirements to start it if there are any.
