Gangsters: Organized Crime issue

Hi

I wasn't sure where exactly to post this.

I own a surface pro 2 running Windows 8.1.
I just recently installed Gangsters: Organized Crime (from 1998) on it.
The game worked fine on my previous laptop (a Lenovo t500) running Windows 7 professional.

The game loads fine and the graphics are fine on the surface pro.

There is a major problem though. On the "planner" screen (the major screen of the game where you setup, organize and issue orders), the mouse icon goes in and out alternating with the loading "clock" icon. The game looks like its trying to load something up even when there is nothing to load. It does this every few seconds , over and over again without end. It is really impossible to do anything because you really can't select or activate anything except with great difficulty. The mouse also stutters ( but this is a bit of a minor point).

Because of this, the game is completely unplayable though everything else seems to be fine.

I tried all compatability settings but with no luck & I have searched the web thoroughly but haven't found much help.

Anybody have any ideas?
