Is every game included on steam sale? and when is steam sale 2017?

when is steam summer sale 2017? also i was wondering if every game has discount during steam sale, because i was planning on buying PLAYERUNKNOWN's Battlegrounds but i only have $10 on my steam wallet and i'm hoping for a discount during the steam sale

developers/publishers opt in on sales with their discount so only the devs/publishers taht did this will be featured in the sales.

I would not hold my breath, newer ones especially top sellers don't go very low, maybe -33% or half off perhaps but hardly ever lower in thei first sale. There's a chance that we get to vote for special sale with higher discounts as previous years however.

Some games that have already been on the shelves but have a good reputation are likely to be discounted, and the discounts may not be small.
