Steam registry patch currently not writable

Hi, i got error while running steam: The steam registry path is currently not writable which can cause issues with some Steam features and running games. Steam needs to repair poblem and than restart.

I chose repair, it asks about admin rights credentials, i give it to steam, and i got the same error again.

In Windows 7 x64bit home (all was allright for 3 years before) in app logs i got error:

i have tried to reinstall steam with deleting all catalog data, also installing in other place than default path program files x86 - the same.

What registy patch should i check and change permissions?
