While the microphone audio isn't flat out cut out; try exiting programs that could use your audio input while Steam is trying to use it.
I'm aware, you already said that in the starting post. I suggested to turn off programs that could use voice chat alongside Steam.
On the robotic voice, ensure your audio enhancements are disabled under Control Panel > Recording > Properties.
Robotic voice is only in dota 2 game and not in skype
And besides, didn't you already confirm this issue is happening on Steam itself too?
Hold down [Windows] and [R] -keys
Then open up the [Recording] -tab -> Right mouse click your microphone -> [Properties] -> [Enhancements]
Disable them.
