It is not you as I have read dozens of people like you and myself with the same issue.
I suggest sending Steam a message to make them aware of it.
Maybe they can fix it as for me only happened since last update.
Have a good one.
I find that funny as I have not installed any other programs recently.
I told them in a reply i even tried a selective startup using msconfig and the issue was still there.
They always want to blame the user or our rigs for the issue, it bugs me a great deal.
Maybe they will do some reading on the forum and see many others with the same issue.
EDIT: seems the issue is fixed today. Just opened steam and it is now running great again.
Anyways just wanted to fill in others.

Goto Steam - Settings - Web Browser
Delete Web Browser Cache
Delete All Browser Cookies
Under your Steam folder, find if there's a "debug.log" file?
If so, right-click and open with "NotePad". Scroll down to the bottom of that file and check it's messages.
Does it say something like "Unable to move cache folder \htmlcache to \old_htmlcache_000
[1117/174828:ERROR:cache_creator.cc(132)]" or similar?
There seems to be an issue with recreating Steam web-browser cache (when cleaning with CCleaner or similar). Exiting and rerunning Steam or recreating the cache as mentioned above (by nobody) might help you out in that case.

Other web/software/clients don't have problems and there is nothing changed on my setup and my internet is working fine. I tried also deleting cache and cookies but doesn't change anything.
