AMD E-300 APU with Radeon HD Graphics running slow on Saints Row 2

I have Windows 8.1 pro, on a 2013 model of Toshiba Satellite with 8 GB of RAM. Somehow, Saints Row 2 is still running slow even with all of the graphics down on low. Grand Theft Auto San Andreas runs without a problem but Saints Row 2 is an issue. The game especially lags like crazy when in a vehicle or in combat.

GTA San Andreas requirements:

Graphics: 128MB 3D graphics card with Shader Model 3.0 support (i.e. 7600 NVidia card or better, ATI X1300 card or better)
DirectX Version: DirectX 9.0c
Sound: DirectX 9.0c compatible 16-bit sound card
Hard Drive: 15 GB of Hard Drive Space
Display: DirectX compatible display capable of 640x480 in 16-bit color

As you can see, they are quite a lot higher. And yes, your APU laptop is that weak it can't even run a game from 2009 properly.
