Steam taking 10 seconds to load after hitting icon on taskbar

Let's try this again. I'd like help, so please don't ask dumbass questions.

Why is it doing this? I've searched google for a number of fixes and none work. It's not a huge pain, but I automatically click the steam icon so if I go to another application it will open steam over top of that even if I'm using it. Doesn't make sense.

I'm using Win10.

This happens to me every once in a while, restarting Steam doesn't work but restarting computer fixes it for me. Annoying af, and most likely a Win10 issue.

Type Resource Monitor into your Windows 10 start menu / Cortana. Use it when you open Steam to identify any system performance/resource problems. It's worth a look to rule it out.

*EDIT* Never happens to me on any system running Windows 10. Do you both have mechanical hard drives rather than SSDs?

Don't forget Performance Monitor in Computer Management either.

Prob a win10 issue. I restarted my PC and let it update anything but nothing fixed it.

Yup, mechanical. I'll check performance monitor to see what might be happening the next time I have this issue. I've only checked task manager before and nothing shows up in the time it takes to load, only moments before Steam pops up is when there will be activity showing up in task manager.
