Which was the very point that Spawn of Totoro was stating.
Steam bundled the default region locked with local currency for the whole Asia (except Macau, they forgot about them) and Africa at 2015 November just to stop the cheap game reselling abuse (mostly from Mainland China and Malaysia).
The new system is basically region lock for everyone instead of "make it easier for you to share the games you love with friends". You guys at the west are blocked for different pricing. We at the east are blocked for both price difference and the existing default region lock. Completely blocked out foreign gifting even in the same region if the price is different.
(if you don't believe me you can try it. I'll send a 50 cent game that we both don't have and let you see how it can be "sent through" and "always (does not) work".)
Simple. What they mean is that there's no chance of issue once the gift is received. Already in library, not available in region, etc, etc.
