Phone Number not VOIP, systems says otherwise.

I'm trying to add my mobile number but the system says:
"Unfortunately we are unable to accept VOIP phone numbers. Please enter a mobile number associated with a phone that you physically have in your possession."

It has a similar format as the example number [phone] (this works), except mine begins with a 2 instead of 1 [phone] (this doesn't).

Can anyone help me get my number added so I can play Ranked Dota matches.

Some carriers use VoIP internally so your phone number might just as well be a VoIP one.

OK, but that's still my phone number any idea how I can use it? I've tried to find a way to contact Steam support, but like any big business there is no way speak directly with something that has the ability to reason.
