In short, you no longer can store gifts in your inventory and the person you send it to must be on your friend list. No way around it.

Exactly my sentiment. I just wanted to buy some Star Wars games for my father, but he doesn't have a Steam account yet. Now I'll have to convince him to make a Steam account and friend me before the sale ends.
I mostly agree. It shouldn't go back. However, there have been a few times that I've had a friend who didn't have a Steam account yet, so I send them an email with a gift. It'd be better if the gifts could be held for a limited period of time before they just get refunded.
Good thing that there are key resellers. If I can't get a game from Steam (directly or as gift) then I'm forced to buy a key.
Game is not and never was available for me on Steam. Yet I received it as gift and can play it just fine.
And yes, obviously I paid that person for gifting me dozens of games over the years. Games I wouldn't have bought otherwise because they were either not available or censored. So nobody lost anything here.
