The latter (authorized users) can only access your library on the former (authorized devices)
Do note you can't both be using the same library at the same time either. Meaning if you're in-game; he'll have [Buy] instead of [Play].
Yeah, I'm so unsure, like now CSGO has completely dissapeared from his library but will still appear when i look at mine :/
Ensure this is ticked under [Steam > Settings > Family],
Then ensure his Steam user is ticked in the tickbox list below,
This is all correct, i've done this. It works for some games. But with CSGO and DayZ it doesnt allow me to share them.
Notice: This game is excluded from Steam's Family Sharing service.

Used to see that exclusion marker on SteamDB too, but I don't seem to see it there anymore.
CS:GO is surprising though, considering https://support.steampowered.com/kb_article.php?ref=9732-RYUI-2823 unless they've now made offline bot matches impossible too.
