In Outlast's case,
Outlast is DRM-free too, so basically the other PC doesn't need Steam to run it.

Thank you. I know that. But can i run it directly from my USB? Is there any way to run it without copying the entire thing onto another PC?
If the file size is too big, change the format from FAT32 to NTFS.
Personally, I wouldn't recommend it as I'd imagine the loading times would be atrocious. Probably less so on USB 3.0 (when both the stick; and the port are that), but I still wouldn't.
