Is Outlast (ORIGINAL) a portable game?
I know it has a setup, but can i install it and copy it into a flash drive and then use it on another PC?

Much like every other Steam -game, you can copy its game folder and appmanifest -files onto the external media, plant them in their corresponding locations and use it on another PC (if you sign in using your Steam -account.)

In Outlast's case,
-- steamapps\appmanifest_238320.acf
-- steamapps\common\Outlast

Outlast is DRM-free too, so basically the other PC doesn't need Steam to run it.

Bear in mind the game's system requirements when on your other PC,

Thank you. I know that. But can i run it directly from my USB? Is there any way to run it without copying the entire thing onto another PC?
Theoretically yeah, just make the folder under [Steam > Settings > Downloads > Steam Library Folders] and place the game's folder underneath its common -folder and the appmanifest under its steamapps -folder.

If the file size is too big, change the format from FAT32 to NTFS.

Personally, I wouldn't recommend it as I'd imagine the loading times would be atrocious. Probably less so on USB 3.0 (when both the stick; and the port are that), but I still wouldn't.
