Folder access denied on Steam Folders

It's only on Steam folders that i am told i do not have access from my own user on this computer. before anyone starts telling me how to change permission or make my account an admin I've already done those over and over again.

Windows UAC means even the administrator of the PC doesn't always have administrator privileges, as dumb as that sounds. Move your Steam installation outside of the Program Files folder, somewhere like C:\Games and test the issue.

Restart your computer and try again before starting steam

i can't do either of them because it always says no matter what processes i close in Task Manager that this folder is open in another program

Start Windows in safe mode. Move the files there.
