LEVEL 10 IS NEEDED TO CHANGE STEAM BACKGROUND WALLPAPER...???
steam background wallpaper is not shown in my end i am unable to change it please help

No, you don't need Level 10 to have a Steam background.
You must have a Steam background through crafting a badge or buying it from the market though.
If you have one, you can set i by editing your profile http://steamcommunity.com/my/edit

Yes. When you have a background in your inventory, that option will be available.
