If you have owned your game on your account for more than 90 days, then you can play with no issue, if you have not, then you can't, due to region lock.

As long as you keep your Steam Store country set to your home country, you will be able to buy such copies, even abroad.
Steam is not blocked in China, but it may be that access to a few games has been restricted if they are banned in China.
Rocket League and Dota 2 are not blocked.

Steam Store is blocked in China now, store.steampowered.com is inaccessible in China.

I currently live in mainland China and with and without a VPN i can access the steam store perfectly fine, so it's not blocked here i can assure that.I have been able to purchase games here and play them, however there are some games that you cannot play here regardless of whether you purchase them while here or if they're already in your library. So far from what i'v experienced the only way of finding out whether a game is blocked/supported here is to download it and try to run the game.

You could probably acces without any issues with a VPN, though being illegal, there is close to no chance of you being caught.

Only the Steam Community is blocked in China. Last I heard, the Steam Store could still be accessed.
Edit: Okay, so this thread was necroed. My bad.
