Report a translation problem
As far as fan speeds go, MSI Afterburner is first in my mind, but that's just for the GPU fan(s). BIOS probably works for others, but I'd probably leave them alone.
Would never turn fans entirely off myself.
Good GPUs should also regulate the fan speed theyelves, which by idle tasks like download should run on minimal - or not at all. My EVGA GTX 1050 Ti stops the fan to zero if temperature stays bellow 60 celsius.
Everything will work if you "lock" the computer; just don't log off your account. If you log out, none of your programs will be running anymore (that's what "log off" does, after all).
PMW coolers if you don't want to bother in BIOS. But as Teutep says shutting off them entirely is a bad idea, the CPU and the outtake case fan should run all the time.
After a while you miss them.
