Only if you "sell to your friend" using Market.

Otherwise entirely your fault if you get scammed.

You bought a 50euro-steam-wallet-fund card? do you have a code to enter?
If yes, press on your account name, press "+ add funds to your Steal Wallet", and on the right you will see a button for redeeming a card / gift code, press it and enter your code.

Otherwise, if it's a card simply for g2a, I'm not sure how to help you, I never used it, as there have been a lot of reports against g2a.

You are still using the service, therefore you agreed to it as recently as the end of February 2017 or so.
This agreement is legally binding.

Yoiur Steam Wallet balance is not remunatory asset.
It is a licensed subscription to content & services which you hold no rights of ownership to.

The conceptr of "withdrawal" makes no sense.

Do you "withdraw" driving from your driverr's license ? Of course not. That's a ♥♥♥♥♥♥♥ meaningless notion.

Withdrawals are for liquidating valuable assets, such as from an account.

You purchased the license to the "Steam Walltt Fund" subscription service and the license is still in effect. You are at liberty to pay more money into the license as you require. (i.e. Give Valve money)

You may transfer subscriptions through the Steam trade window.
Buying & Selling is meaningless since neither you nor your friend hold any rights of ownership over the subscriptions.
