Extremely Low Fps on xfx rx 460 on CSGO

Hi here are my specs:
gpu- xfx rx 460
cpu- xeon e5410
ram- 8g ddr2
psu- (550 watts)
motherboard- Hewlett-Packard 0A9Ch
operating system- windows 10

check task manager
if there are 99% then rip
i used to use windows 10 but switched back to 7 since 10 keeps going 99% and no matter what i do i cant fix it
that was the reason my fps drops alot in windows 10
99% means that something is overusing your pc and it makes fps drop and slows down the pc

I was using windows 7 same issue on csgo
I am getting 40 fps on ultra at battlefeild 1 and watch dogs 2
