How do you use or open another program while playing a game without the game minimizing into the task bar?

Well, you would need a game that can be run in a "full" window (i.e. not borderless). No idea whether that's a commonly implemented option.

Is there any other way to do this while in full screen. Mode? My game is csgo

Alt+Tab out of the game, start program, tab back into the game.
Or if your keyboard has programmable keys, use those to start the application. Make sure you can start it silenced, so it doesn't steal the focus of CS:GO.
