Update Queue Never Downloads

For the last week, my daughter has had three games--Choice of Robots, Don't Starve Together, and Terraria--showing "Update Queued" without ever downloading. She allows background downloading and doesn't set time parameters. I've tried clearing the cache and using fushconfig, and I've tried deleting everything from the Steam folder except for steam, steamapps, and the steam.exe and then launching Steam. I've tried selecting different download regions. I don't know what else to try.

Something else I've noticed is that these three games, at this point with their updates "frozen," will not let me change their download update options. They are all set to "always update," but right now the button to change that option is frozen. Nothing happens if I try to click on it. And another odd thing: the Local File options to backup and to verify are grayed out and unavailable, for only those 3 games.

Any ideas, anyone?

I am experiencing the same thing with Dishonored 2. There is no game running, and there is no sync operation going (synchronization takes no more than ten seconds with my bandwidth). This has update has been queued for more than twenty-four hours.

I have considered uninstalling and re-installing the game, but what if the bottleneck in the data stream is at the update distribution server? If so, that would most likely not help. Have you tried uninstalling then reinstalling your daughter's affected games?

I just fixed my issue; maybe your daughter could try it: Launch the game. When I did it, the download started and finished in a few seconds.

I am having the same problem,I downloaded dota 2.
I updates at 1mb/s until 714mb and then just qeues and goes down to 50kb and slowly to 0 (this procces repeats every 10-20 seconds and then the qeue is around 1minute)
please help me with any suggestions:

For the benefit of those not choosing to navigate the link:
This sounds suspiciously like a bandwidth bottleneck, either on your end, or, far less likely, at the server end. I'm pretty sure this issue is not game-specific.

Well, we got it fixed, though I don't know why it worked. We logged her out of her Steam profile, closed Steam, then restarted, but logged in as my profile. Then I logged out, logged her back in, and her games uploaded.

Glad to hear it. Sounds like a stats bug server-side, where (transparent to user) she was being treated as limited account user. Dunno, just glad you got it fixed.
