Steam client is extremely slow and laggy,unless i run it as adminstrator

hi guys,i got a painful issue here,tried to reinstall the steam but that didn't help,how can i solve this problem?
one more inquiry,if i set the client to run as adminstrator,will other games run as admin too,or it's not relevant ??

Go to your Steam folder -> debug.log
(open with notepad or similar)

Does it have error messages, such as "Unable to move cache folder", etc - repeating over and over. It's perhaps an issue with the web-browser built-in on Steam, generating (and/or attempting to repair) the cache, but failing due to restrictions. That would make it feel laggy/slow in places (such as the store, forums, ingame overlay, etc), till exit/restart.

Firstly, at least figure out the area it's failing at.

If that can help note that running steam as administrator isn't supposed to make the games run as administrator too.

With the description he gave it seems to be a problem with PERMITIONS.

i mean whenever i choose the library or store or anything it takes long time to select it ,and sometimes it doesn't at all
running the client as admin solves the problem but sometimes it keep happening till it goes well
