you apparently have it windowed and stretched to cover the whole screen.
If I apparently have it windowed where is the option to UNwindoe it. ;-)
Where is this setting to set it to fullscreen?

windowed http://imgur.com/a/m7HDw <--- this is what you want it to be when you try to resize it manually by taking your mouse cursor and go to a corner of the window and shrink the window.

I've found a solution that worked for me! Open up task manager, locate "Steam Client Bootstrapper", and end it. After that, open up steam. You should now be able to minimize the screen via dragging the corners of the window. Hope this helps!
