Why does my Steam download/install graph look like a series of skyscrapers with blank spaces?

It's usually a SOLID tall bar indicating full DL speed. My internet just got upgraded to 100 Mbps DL speeds and 12 Mbps upload.....

It's going down to 0 KB then spikes back up.. then just goes all over... when the DL for an 8.1 GB install should take 10 mins its just all over the place.

The graph presents custom range depending on your internet speed so you can have 600kb/s download as tall bar or 20gb/s with very small bar

Could be waiting for HDD/SSD to catch up, that's why going down to 0

Even rather old S-ATA2 drives are fast enough to keep up with any conventional internet connection speed currently available.
If the drive can't keep up, there are bigger problems than slow downloads.

I just got a new HDD. Using SATA III 6GB/s... Seagate Barracuda 2TB. 7200 RPM

I have a 14 MB/s internet connection.

Then even writing 14 Megabyte per second wouldn't tax that drive. That's about 10% of what it can do. Speed of the HDD is not the issue here, as i've already said.

Is it not possible it's Steam server side? I live in SC and my default server is Charlotte, NC.. but I changed it to Atlanta, GA and it did the same thing.

Have you tried a download region from outside the USA, maybe even a different continent like Europe or Asia? The latter may be better as it's night over there and the servers have more bandwidth available.

Could it not be based on the game? It seemed to do that with RS2 Vietnam but DiRT Rally, a MUCH larger install is going smooth at 14.8 MB/s with a tall smooth graph.
