Report a translation problem
My steam is slow and freezes sometimes (not just at some places, but it can even do it in my library), and it can even go to the point where it crashes. When it does I can't open it again without having to restart my computer.
I had to write go with my browser to be able to get here, since it crashed again. ;-;
I don't know about OP's issue, but after the client crashes, have you tried opening task manager and force ending all Steam processes? This might make it so you don't have to reboot your PC every time.
Though I still have to find how to get Steam to work as good as before (it started doing this two days ago maybe?) I'll cross my fingers it goes away magically like it came if I can't find a solution. xD

P.S.: ...Now Steam doesn't detect a game (the one that seems to have triggered the worst case of freezing), while it is still in the old location. (Can ignore that line, it seems steam detect existing files when re-installing.)
If it can help, I have a hard drive? I don't know how its called but like e: disk or something.
Tried running a game on the external disk and it runned pretty smoothly...
