Developers. In order to make top notch games, you need to be able to attract top notch talent which means paying them $$$. A game like Skyrim costs millions of dollars to create...GTA V, upwards of $265 million

Dou you eat? Because that is what developers want, too - and they probably need to pay for their food. The need to pay rent, too - that is why they need to make money.
