What does " Using Corrected Time" on steam guard mean?

It means your phone is not synched with the steam authentication server time. Most likely you messed with the time on your phone manually.

I did that and it just keeps loading

I turned it on and the Timezone set, but it didn't do anything

You may need to close all your apps including steam and restart your phone. The fact that you had to turn it on is a clear indication that was, in fact, the issue.

OK then it may be a problem with your cellular reception or data. That should absolutely not be happening, that is a very basic feature of the OS/phone. Your phone sounds like it's having major issues.

If you can connect to wifi and try that may be better...
