Cannot launch or update game due to "File Locked" error?

Trying to run Black Desert and this came up.

Just restarted Steam, didn't help fix it

You might have anti viruses blocking the files, try disabling them (if they're listed on this link), verify the game's content, and launch again

My AV software isn't on that list but it has blocked Hl2.exe before which I've excluded from it. Only thing is that I've been playing Black Desert for a few days without an issue.

It finished verifying and the download for the missing files can't finish due to the same issue.

If so, I'd recommend you delete the game and redownload it.

I'd rather that be the last option because it's a 52gb game which would take me like 12 hours to redownload :/
