Kaspersky is on the list of known programs konwn to interfer with Steam.
Try whitelisting Steam and its folders.
If that doesn't help, try uninstalling Kaspersky temporarily.
Exit Steam.
Delete all of the files in the steam folder except:
- \Steamapps\ folder (which contains your games)
- Steam.exe (to be able to run it)
Right-click the "Steam.exe" and select "Run as Admin". It will attempt to redownload those removed files again.
Under your Kaspersky, check under "More Tools" > "Application Control" and set all the Steam files to "Trusted" (right-click them > restriction > trusted).
Check under it's "Network activity", for "Steam Client Bootstrapper" and "Steam Client WebHelper". Right-click and select "Application Network Rules", ensure they are allowed.
Also, ensure you have enough free disk space, the files aren't locked/restricted (ensure you are on an admin account) and your internet ports required for steam isn't being blocked by router (or another firewall).

Kaspersky Internet Security (and other Kaspersky products) have no issues with Steam, if not blocked on purpose. I personally use it myself and it's a fine application to use. (the ones with the green star next to them, they only recommend removal, but at least you can rule it out)
