Read all of it to learn the basics.
COD 2 should be there, greyed out, meaning it is not installed. Just click on the game and then press the big green INSTALL button on the right window. After its finished downloading the button changes to "PLAY".
After you buy a game it shows a "Install Game" button. . .
Is that not enough to help install?
There are some steam users there who don't know there is a library where you can see and list your games. The default startpage for the client is the store so some people think this thing has a web interface and that's it.
They sometimes just search the store to download their games not knowing that there is other propers ways to do it.
You don't seem to be online on steam right now, do you have the steam application installed?
If not, then you need to install steam on your PC and then log in.

Steam is way more than just a website, you need to use the steam client to download any game you own on steam.
When you say "go in there" I have to assume you opened the website for steam in your web browser and logged in. That's not enough to download games.
Don't make a new account since you already have one.
2. Download the Steam client software for your computer operating system.
3. Install the Steam client software.
4. Start the Steam client software.
5. Login with the account you're currently using.
6. Open the Library in the Steam client software.
7. Select game.
8. Press Install.
9. ???
10. Profit!
