I already did that, I purchased black desert online yesterday, and have been unable to play the game, I'm attempting to refund it, but I'm not able to refund everything (got the explorer package) and it's saying I can't actually get a refund on the package, I wouldn't care if I could get past the launcher actually opening up, I've contacted BDO and their support is nonexistant, and its to the point that I'm just like dispute the charges and get my money back, but I'm worried about not being able to access my account anymore, but how it stands right now I just gave them money for free and got ripped off

does it not allow you to refund the entire package?
You are no longer eligible for a refund.
If you issue a fraudulent chargeback, your Steam account will be permanently suspended.
Keep in mind that Valve could also file charges for fraud if you do such an action.
I'm not getting what I paid for, how would it be fraud? Let alone after digging trying to get the issue fixed, its been broken since Friday, but Steam still kept it up and didn't notify anyone of the issues before the purchase, so they sold me a known defective product at that point
I haven't been able to find those, it all leads back to get a refund, or contact BDO support
So yes, that would be a fraudulent chargeback.
And click contact Steam Support. Then fill in the ticket. Note this will take significantly longer than a normal request (it's not the right section) and I'm only suggesting it because it's the only option you've got.
