So I accidentally moved the steam installation to my desktop.
I have no clue how the hell I did this. I know that I accidentally right clicked on the shortcut to steam and picked an unknown option with the finicky touchpad on my laptop, which broke basically every steam related shortcut. I only figured it out today, though, when steam updated and placed all it's new files on my desktop.

So, would it be safe to reinstall steam? Would that mean I have to reinstall all the games I have installed as well? Is there a different way to go about this?

1 if game files still on disk, find it, and move steamapps to temp place
2 if you have old steam files on disk - save it temp place
3 export 2 branch from registry (run regedit.exe as Administrator)
[HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Valve]
[HKEY_CURRENT_USER\Software\Valve]
then delete this branches in registry, close regedit, and
clean registry with CCleaner
4 check system disk file system https://technet.microsoft.com/en-us/magazine/ee872425.aspx
check http://answers.microsoft.com/en-us/windows/wiki/windows_10-update/system-file-check-sfc-scan-and-repair-system-files/bc609315-da1f-4775-812c-695b60477a93
defragment system disk
5 copy steam.exe, ssfn* files, package folder to c:\steam or %your disk for steam%\steam
6 and run steam.exe as Administrator
7 login and setup client, run each game - it will check game files, register game in system
now you can use steam as usual

for future:
do not drop&down steam.exe on desktop
do not shutdoun pc by turning off the power (and buy UPS) - it broken registry & file system
do not fill the system disk by more than 75%-95% (should always be at least 10% free) - it broken registry & file system
the disk with the games must always be free at least%volume of the biggest game% x 2.5 - it prevent games updates

If not have old steam files - dl it from steam http://store.steampowered.com/about/ , unpack with 7-zip ( http://7-zip.org/ ),
make folder c:\steam or %your disk for steam%\steam, place extracted steam.exe, folders \bin\ \public\
and run steam.exe as Administrator -> continue from 4
