How do you open a Steam Support ticket?

The old system does not exist anymore. Use help.steampowered.com
If a ticket is warranted, you will be able to create one.

So, you visit the support site, click on your problem and you should be leaded to sending a support ticket.

Start from the front page of Support and navigate based on your issue. If your issues requires to create a Support ticket, you will be given an option to do so.

So if Steam decides my issue isn't important, they won't let me contact them? lol.

In such case, they present you with the relevant information (such as knowledge base) that you can use to fix whatever you navigated. Community forums are also available for non-account stuff.

I think it is less about issue "importance" and more about stopping tickets for issues support does not handle like say a vac/game ban or a competitive cooldown
